MVA Implements Two New Laws January 1

A new law, effective January 1, 2014, will allow the Maryland Motor Vehicle Administration (MVA) to sell a Vintage license plate reminiscent of the plates first issued by the State in 1910. The black and yellow reproduction resembles the first license plates to adorn vehicles in Maryland.

The Vintage license plates will be offered for a limited time from January 1, 2014 to December 31, 2014 and can only be purchased through the MVA website at or through an MVA kiosk which are located at every MVA office. In addition to the annual registration fee, there is an initial $80.00 fee to purchase the Vintage license plate. An additional $10.00 fee per renewal year is required each time the registration is renewed.

Also effective January 1, 2014, the MVA will begin issuing new Driver Licenses (DL) and Identification (ID) Cards to individuals who are presenting foreign documentation, but cannot yet provide valid accompanying United States Citizenship and Immigration Services documents. Customers obtaining a DL or ID through this process will have products marked with a "U" restriction indicating it is "NOT ACCEPTABLE FOR FEDERAL PURPOSES" and an "A" restriction noting that it may not be used for the purchase of a firearm.
